Government of Kerala Abstract Fisheries Department - Permission granted to the Director of Fisheries to waive the recovery of the amount received by Smt. Raihanath P.K., a beneficiary of the 2013-14 NFWF housing scheme, along with interest, and to return the mortgaged property deed. Raihanath P.K., former President and current member of Nannambra Panchayat in Malappuram district, was selected as a beneficiary for house construction under the Fisheries Department's 2013-14 NFWF housing scheme. A total of Rs. 1,25,000/- was sanctioned and provided, including a first installment of Rs. 50,000/- and a second installment of Rs. 75,000/-. However, the final installment of Rs. 75,000/- was not released as the house construction was not completed. 2) As per the scheme conditions, the beneficiary had executed an agreement by mortgaging the property deed. However, following the death of her husband, a fisherman, in December 2013, the family's source of income ceased, making it impossible to complete the house construction. Currently, the house is only completed up to the lintel level. The Director of Fisheries reported that the beneficiary has two children aged 14 and 10, that the family survives with the help of social workers and voluntary organizations, and that her only income is a widow pension. The report states that she is in extreme financial distress. Although the outstanding amount including interest to be recovered from the beneficiary is calculated at Rs. 3,64,795/-, the Director has informed that due to her current financial situation, the mental trauma following her husband's death, and the responsibility of caring for minor children, it is impractical to recover the amount. Therefore, the Director of Fisheries has requested permission to waive the recovery of the Rs. 1,25,000/- received by Smt. Raihanath P.K. along with interest, and to return the mortgaged deed on humanitarian grounds. 3) The Government has examined the matter. Considering the current financial circumstances and on humanitarian grounds, the Government hereby grants permission to the Director of Fisheries to waive the recovery of the Rs. 1,25,000/- received by Smt.
