Government of Kerala Abstract Women and Child Development Department - Orders issued granting permission to print ECCE certificates for children moving from Anganwadis to schools through Govt Press/C-apt and to distribute them to children. Women and Child Development (B) Department G.O.(Rt) No.217/2026/WCDD Date, Thiruvananthapuram, 22-06-2026 Reference:- 1. Central Government's letter F.No.CD-I/1/2025-CPMU(e-120234) dated 25/08/2025. 2. Women and Child Development Director's letter DWCD/5307/2025-ICDSB2 dated 02/05/2026. Order The Central Government has directed vide reference (1) that a unified certificate should be provided to children moving from Anganwadi centers to primary/first standard after completing pre-school education. Accordingly, the Central Government has directed vide reference (1) to provide 'VIDYARAMBH', Early Childhood Care and Education Certificate (ECCE). This certificate will be useful for facilitating the transition of children from pre-school to school education and for understanding the Early Childhood care and Education they received in Anganwadis. It is directed that the said certificate ID should have 10 digits, with the first 4 digits being the first 4 digits of the Anganwadi center code, followed by the last 4 digits of the child's APAAR ID, and then the last 2 digits of the year in which the certificate was generated. (2) The government-approved agency C-apt has provided the specifications for printing the said certificate as follows: 1. Paper Size - A4, 2. Page - 1 Page, 3. Paper - 220 GSM JK White card, 4. Printing - S/S, Multi colour, common matter only, 5. Binding - Packing. (3) The Director of Women and Child Development has informed vide reference (2) that the printing cost per certificate is Rs 4.15/-, which may vary based on pages and quantity, and that GST rates should be calculated in accordance with Government GST rules/orders. (4) The Director of Women and Child Development has requested vide reference (2) to grant permission to distribute the said certificate to children through Anganwadis functioning under the Women and Child Development Department in the state, to utilize the required funds from the Pre-school Education Kit fund under the Anganwadi Services (General) scheme for the financial year 2026-27 subject to Central Government approval, and to print the certificate through Govt Press/C-apt at the rate of Rs 4.15/- plus applicable GST as per government rules. (5) The Government has examined this matter in detail. Orders are hereby issued granting permission to distribute the 'Vidyarambh' certificate through Anganwadis in the state. Permission is also granted to utilize the required funds from the Pre-school Education Kit fund under the Anganwadi Services (General) scheme for the financial year 2026-27 subject to Central Government approval, and to print the certificate through Govt Press/C-apt at the rate of Rs 4.15/- plus applicable GST as per government rules.
