Government of Kerala, Abstract: Local Self Government Department - Thiruvananthapuram Corporation - Compassionate Appointment - Order issued granting permission to re-fix the salary by protecting the basic salary of employees who were appointed to the post of Office Attendant after being appointed to the contingent post. Local Self Government (EU) Department, G.O.(Rt) No.1535/2026/LSGD, Dated, Thiruvananthapuram, 15-08-2026. Reference: 1. Letters No. LSGD/PD/52531/2023-DEF4 dated 04/06/2024 and 07.11.2025 of the Principal Director, Local Self Government Department. Order: In Thiruvananthapuram Corporation, 36 employees including Shri Prasad S, who were appointed to the contingent post due to lack of vacancies in the Office Attendant post despite having received appointment orders under the compassionate appointment scheme, and were subsequently appointed to the Office Attendant post based on seniority, have requested to protect the basic salary they were receiving in the contingent post and re-fix the salary in the Office Attendant post. The Principal Director of the Local Self Government Department has submitted this request as per the reference letter. 2. The appointment of the above employees was conducted as per the provisions of G.O.(P) No.12/99/P&ARD dated 24.05.1999. Since there were no vacancies in the Office Attendant posts, they were first appointed to the contingent post and subsequently transferred and appointed to the Office Attendant posts based on seniority. However, the basic salary received in the contingent post was not protected. 3. The Government examined this matter in detail. The Government hereby issues orders granting permission to the Principal Director to treat the appointment of the employees who were appointed to the contingent post due to lack of vacancies in the Office Attendant post despite having received appointment orders under the compassionate appointment scheme, and were subsequently appointed to the Office Attendant post based on seniority, as a transfer appointment, and to re-fix and grant the salary by protecting the basic salary received in the contingent post in the pay scale of the Office Attendant post, with effect from the date of joining the said post.
