GOVERNMENT OF KERALA Abstract DMD – Amount Released to M/s Telecommunications Consultants India Ltd. (TCIL) on completion of the 4th Milestone – Implementation and Commissioning of Early Warning Dissemination System (EWDS) under NCRMP II – Sanction accorded – Orders issued. DISASTER MANAGEMENT (A) DEPARTMENT G.O.(Rt)No.255/2026/DMD Dated,Thiruvananthapuram, 24-06-2026 Read 1 Minutes of the State Executive Committee Meeting held on 26.04.2025. 2 GO(Rt)No.417/2025/DMD dated 25.06.2025. 3 Letter No. MTOV/1696/2021/Admin dated 15.03.2026 from the Commissioner, Disaster Management. ORDER M/s Telecommunications Consultants India Ltd. (TCIL) was engaged as the consultant for the implementation of the Early Warning Dissemination System (EWDS) under Component-A of the National Cyclone Risk Mitigation Project-II (NCRMP-II) at a total contract value of ₹1,73,31,960/-, inclusive of GST. (2) As per the agreement executed with M/s TCIL, payments were to be released based on the achievement of specified milestones. The first three milestone payments were released under NCRMP-II. The fourth milestone, namely “Implementation and Commissioning”, has since been completed and M/s TCIL has submitted the duly signed Functional Guarantee Test Reports and the Third Party Quality Assurance (TPQA) Report, as stipulated in the contract. Accordingly, the firm has raised an invoice for an amount of ₹25,99,794/-, inclusive of GST, towards the fourth milestone. (3) NCRMP-II was a Centrally Sponsored Scheme funded with 100% Central assistance. However, the project was closed on 26.08.2023 and no funds are presently available under the project for settlement of the pending milestone payment. The delay in completion of certain components of the project was attributable to disruptions caused during the COVID-19 pandemic period. (4) The matter was placed before the State Executive Committee of the Kerala State Disaster Management Authority in its meeting held on 26.04.2025. As per the minutes read as 3rd paper, the Committee decided to sanction an amount of ₹25,99,794/- (Rupees Twenty-Five Lakh Ninety-Nine Thousand Seven Hundred and Ninety-Four only) from the State Disaster Response Fund (SDRF) towards payment of the invoice raised by M/s TCIL on completion of the fourth milestone, namely “Implementation and Commissioning” of the Early Warning Dissemination System (EWDS). (5) Government have examined the matter in detail and are pleased to accord sanction for the release of an amount of ₹25,99,794/- (Rupees Twenty-Five Lakh Ninety-Nine Thousand Seven Hundred and Ninety Four only) from the SDRF HoA 2245-02-101-94-01-F-Other Items (Preparedness and Capacity Building component of the State Disaster Response Fund) towards the payment to M/s Telecommunications Consultants India Ltd. (TCIL) for the completion of the fourth milestone under the Early Warning Dissemination System (EWDS) component of NCRMP-II.
