GOVERNMENT OF KERALA Abstract Home Department - Criminal Justice - Crime No.775/2023 of Valiyathura Police Station - Prosecution of the accused person for offences punishable under section 12(1)(a), 12(1)(b) of Passport Act, 1967 - Prosecution Sanction under section 15 of the Passport Act, 1967 - Sanction accorded - Orders issued HOME (G) DEPARTMENT G.O.(Rt)No.2125/2026/HOME Dated, Thiruvananthapuram, 24-06-2026 Read Letter No.D5 - 123511/2025/PHQ dated 14.08.2025, 25.02.2026 & 18.05.2026 from the State Police Chief, Kerala ORDER WHEREAS, it has been disclosed from the records of investigation in Crime No.775/2023 of Valiyathura Police Station that the accused [A1] Noushad M M, S/o Maitheen Bava Rawther, Mukkamthottu, Kizhakkekara, Kundayam P O, VTC Pathanapuram, Kollam District, had fraudulently obtained Indian Passport bearing number A 4635109 from Thiruvananthapuram Passport Office under the name, Jamal Mahin Kannu, DOB 20.05.1968, S/o Jamal, Kunnumpurathu Veedu, Punnamoodu, Varkala P O, Trivandrum. The accused used the said fraudulently obtained passport as genuine to travel abroad and subsequently renewed the passport as F 7376288, S 1262398 from Riyadh. On 24.07.2023, the accused approached the Immigration Authorities at Thiruvananthapuram International Airport seeking immigration clearance to Riyadh, by Flight No.GF 063 using the above mentioned fraudulently obtained passport No.S 1262398. Thus the accused [A1] Noushad M M violated Passport Act and Rules and committed offences punishable under section 419, 465, 468, 471, 34 of Indian Penal Code, 1860 and section 12(1)(a), 12(1)(b) of the Indian Passport Act, 1967. AND WHEREAS, the Government of Kerala after careful examination of the records of investigation in Crime No.775/2023 of Valiyathura Police Station are fully satisfied that the aforesaid accused [A1] Noushad M M committed offences punishable under section 12(1)(a) and 12(1)(b) of the Passport Act, 1967 along with other offences for which he should be prosecuted. NOW THEREFORE, Government of Kerala, in exercise of the powers conferred by section 15 of the Passports Act, 1967 read with Government of India Notification No. GSR 662(E), dated 01.12.1979 of the Ministry of External Affairs do hereby, accord sanction to prosecute the accused [A1] Noushad M M, for the offences punishable under section 12(1)(a) and 12(1)(b) of the Passport Act, 1967, in Crime No.775/2023 of Valiyathura Police Station and for taking cognizance of the said offences by a court of competent jurisdiction.
