ITI, Kasaragod on 06/05/2026. 3. Letter No. DT/2525/2026-B1 dated 11/05/2026 from the Director of Training. Order: Shri. Madhu T.P. [PEN: 369909, DOB: 13/05/1972], Principal Class-1, Govt. ITI, Kasaragod under the Industrial Training Department, had submitted an application as per reference (2) requesting an interest-free medical loan of ₹24,40,000/- for liver transplant surgery at Aster MIMS Hospital, Kozhikode. As per reference (3), the Director of Training has recommended the application to the Government. 2) The Government has examined the matter in detail. Since Aster MIMS Hospital, Kozhikode, where Shri. Madhu T.P. is seeking treatment, is not empanelled under the second phase of Medisep, the Government, considering it as a special case as per serial number VIII of the order in reference (1), hereby sanctions an interest-free medical loan of ₹18,00,000/- (Rupees Eighteen Lakhs only) for his liver transplant surgery at Aster MIMS Hospital, Kozhikode, subject to the conditions stipulated in government orders and circulars regarding interest-free medical loans. The expenditure shall be debited from the head "7610-00-800-95(01)" (Financial Year 2026-27). 3) The interest-free medical loan of ₹18,00,000/- so sanctioned shall be regularized against the medical reimbursement claim submitted by Shri. Madhu T.P. If any admissible medical expenses remain after full regularization of the loan, that amount shall be sanctioned as reimbursement of medical expenses as per KGSMA rules. 4) The utilization certificate signed by the concerned Medical Officer must be submitted by the applicant within 3 months from the date of receipt of the loan. If there is any balance amount after deducting medical expenses, the applicant must remit it to the treasury on the very next day after the completion of the utilization period and make the challan available. The interest-free medical loan must be regularized within 3 months with the permission of the Finance Department. Otherwise, in cases where regularization applications are not submitted in time, the entire loan amount, and in cases where the remaining amount after the utilization period is not repaid in time, that amount shall be recovered from the loanee with 12% interest. If the interest-free medical loan amount is misused or not utilized, it shall be recovered in full with interest. Furthermore, disciplinary action will be taken against the loanee. Before the disbursement of the loan, details including the loan amount, number and date of the order sanctioning the loan must be recorded in the service book of the loanee. In case the loan is not received or cancelled, the Government must be informed accurately. 4) For the purpose of regularizing the interest-free medical loan, only bills of treatment from the date of application for the interest-free medical loan to the period for submitting the utilization certificate should be submitted. Only such utilization certificate will be available. Furthermore, the name of the treasury where the loan amount was changed, the bill number, and the date must be made available to the Government by the Director of Training within one week after the date of issue of the order.
