Letters No. LSGD/PD/12166/2026-DEA2 dated 07/05/2026, 14/06/2026 of the Principal Director, Local Self Government Department. 3. Letter No. LSGD/JD/KKD/2620/2026-B5 dated 06.06.2026 of the District Joint Director, Kozhikode. Order: The request of Sri. Thomson B. Mamuttil, Secretary, Onchiyam Grama Panchayat, Kozhikode, for leave without allowance from 01.06.2026 to 01.06.2028 for UPSC CSE training at PHOTON IAS Academy was recommended by the Principal Director, Local Self Government Department as per reference (2). [2] The Government examined the matter in detail. Based on the report of the Joint Director, Local Self Government Department, Kozhikode (Ref 3) that Sri. Thomson B. Mamuttil has not yet entered on leave despite applying for leave without allowance from 01.06.2026 to 01.06.2028, orders are issued granting leave without allowance for study purposes from the date he enters on leave after the date of this order until 01.06.2028, subject to the provisions of KSR Part I, Appendix XII-B. The period of leave without allowance will not be considered for any benefits including seniority, increment, higher grade, promotion, gratuity, pension, earned leave, etc. [3] The details regarding the leave must be recorded in the service book of the applicant by the appointing authority, and it must be ensured that the provisions of KSR Part I, Appendix XII-B are strictly followed in his service matters.
