GOVERNMENT OF KERALA Abstract Water Resources Department - 'Kerala Sustainable Coastal Protection and Climate Resilient Planning Project' implemented with the assistance of Asian Development Bank (ADB)- In-principle Sanction for Anti-Sea Erosion works in 10 hotspots and the implementation of the project to the Mission Directorate for PMU- WRD- Sanction accorded - Orders Issued. WATER RESOURCES (IR) DEPARTMENT G.O.(Ms)No.33/2026/WRD Dated,Thiruvananthapuram, 15-03-2026 Read Letter No. MD/WRD/7/2025-AE1 dated 10/04/2025 and 27/05/2025 from the Mission Director (PMU-WRD). ORDER 1. As per the letter read above the Mission Director (PMU-WRD) has submitted a Detailed Project Report (DPR) for the implementation of the 'Kerala Sustainable Coastal Protection and Climate Resilient Planning Project' with financial assistance from the Asian Development Bank (ADB) and requested to issue Administrative Sanction for the same. The project aims to undertake comprehensive activities across a 90 km stretch of the coastline to mitigate coastal erosion. The planned activities, in line with global best practices, include the construction of offshore reefs, beach nourishment, rehabilitation of seawalls, sand retention structures, livelihood projects, and capacity-building programs. Accordingly, the Mission Director has requested in-principle approval for the 'Kerala Sustainable Coastal Protection and Climate Resilient Planning Project' to be implemented with ADB assistance at a total cost of 466.67 million USD (approximately ₹4,013 Crore, comprising 70% ADB loan and 30% State share). It has also been requested that the project implementation to be managed by Mission Directorate, PMU-WRD, which has already been established for World Bank-funded projects under the Water Resources Department. 2. Considering the urgent need for coastal protection, especially in hotspot areas, government intervention is imperative. Kerala has nine districts with extensive coastlines. Approximately 65 km of this coastline faces severe coastal erosion, resulting in loss of lives and significant damage to land, buildings, roads, bridges and other public and private properties. 3. Government have examined the matter in detail and are pleased to accord in-Principle Sanction for the Anti Sea Erosion works to the following 10 hotspots by making available ADB funding under Kerala Sustainable Coastal Protection and Climate Resilience Planning Project. Thiruvananthapuram-Shankhumukham, Thiruvananthapuram-Varkala, Kollam-Alappad, Alappuzha-Valiyazheekal–Thrikkunnapuzha, Ernakulam-Vypin, Thrissur-Kodungalloor–Kaippamangalam, Malappuram-Ponnani, Kozhikkode-Kappad, Kannur - Thalassery, Kasaragod – Valiyaparamba. 4. Sanction is also accorded for the implementation of the Project by the Mission Directorate PMU -WRD which has already been established for World Bank Projects.
