Order: Administrative sanction was granted for Rs. 2,99,99,000/- for the work 'KLM - General Improvements to Ayoor Ithikkara Road (From Karinganoor to Oyoor) and Maruthamonpally Ambalamkunnu Road (From Poriyakode to Ambalamkunnu) - Oyoor Town Improvements in Ayoor Ithikkara Road, BM & BC and allied works in Maruthamonpally Ambalamkunnu Road Ch: 4/373 to 5/850, Chadayamangalam LAC General Civil Work' as per the government order in reference 2. Technical sanction was also granted for the same amount. Although the work was awarded to Sri G. Shaji, he did not complete the work and was removed from the liability. The balance work was tendered twice by the office of the Executive Engineer, Kollam. No bids were received in the first tender. One bid was received in the second tender. M/s Revive Construction Company quoted Rs. 2,95,52,161.64/-. This was 35.11% higher than the estimate amount of Rs. 2,18,72,538/-. Based on negotiations with the contractor, the amount was reduced to Rs. 2,88,64,069.99/-. This was 31.96% higher than the EPAC. As this was higher than the permissible limit as per the order in reference 1, the Chief Engineer has requested in the letter in reference 3 that the tender be approved at the government level. The Chief Engineer has requested approval for the balance work as the current condition of the road is poor and the contractor was removed from the liability. 2. The government examined the matter in detail. The government hereby approves the tender for the work 'KLM - General Improvements to Ayoor Ithikkara Road (From Karinganoor to Oyoor) and Maruthamonpally Ambalamkunnu Road (From Poriyakode to Ambalamkunnu) - Oyoor Town Improvements in Ayoor Ithikkara Road, BM & BC and allied works in Maruthamonpally Ambalamkunnu Road Ch: 4/373 to 5/850, Chadayamangalam LAC General Civil Work - Balance Work' at the negotiated amount of Rs. 2,88,64,069.99/- (Rupees Two Crore Eighty Eight Lakh Sixty Four Thousand Sixty Nine and Ninety Nine Paise only) quoted by M/s Revive Construction Company, by granting relaxation to the condition regarding "the permissible maximum tender excess shall be the lowest of the tender rate / local market rate or DSR rate plus 10%" as per the government order in reference 1.
