Government of Kerala Abstract: Women and Child Development Department - State Nirbhaya Cell - Permission granted to operate additional One Stop Centers in rented buildings - Order issued. Women and Child Development (B) Department G.O.(Rt) No.223/2026/WCDD dated Thiruvananthapuram, 01-07-2026. References: 1. Central Government letter dated 30.01.2024 Sambal/40/2023-Sambal (e-107640). 2. Central Government letter dated 05.06.2024 WW-22011/1/2022-WW. 3. Women and Child Development Director's letter dated 13.06.2026 DWCD/5993/2025-NCPO3(1). Order: Approval for starting a second One Stop Center in the densely populated metropolitan cities of Kozhikode and Ernakulam was received as per reference (1), and guidelines to be followed while renting buildings for One Stop Centers were received as per reference (2). The Central Government has directed that newly approved One Stop Centers should be operated in government-owned buildings, and in situations where such buildings are not available, a rental arrangement can be chosen as a temporary measure. In the above circumstances, the Director of Women and Child Development requested as per reference (3) to take steps to grant permission to operate additional One Stop Centers in rented buildings identified subject to Central Government norms. (2) The Government examined this matter in detail. Permission is hereby granted to operate additional One Stop Centers in rented buildings, subject to the strict compliance with the following criteria: i. The rent for a building with 5 rooms must be fixed by PWD/CPWD, and the District Magistrate must ensure that hospital facilities are available within a 2 km radius. ii. Rent is provided for one year, and it must be recorded in the agreement with the construction agency that the center must be shifted to a government-owned building or a newly constructed building within this one year. iii. If it is not possible to shift within one year, the rental arrangement can be extended for another 6 months, but permission must be obtained from the Central Ministry through the Administrative Department Secretary. iv. The amount for rent can be made available from the renting component. A monthly building rent of up to ₹50,000 can be provided in metropolitan cities and up to ₹24,000 in other places.
