Summary: Cultural Affairs Department - Permission granted to the Director of Cultural Affairs to release the first installment of funds from the non-plan allocation for the Kerala State Chalachitra Academy for the financial year 2026-27. Cultural Affairs (A) Department. G.O.(Rt) No.320/2026/CLAD. Dated, Thiruvananthapuram, 22-06-2026. Reference: 1. Circular No. 01/2021/Fin dated 04.01.2021. 2. Letter No. KSCA/I/1258/2023 dated 14.05.2026 from the Secretary, Kerala State Chalachitra Academy. Order: For the financial year 2026-27, an amount of Rs. 1,19,12,000/- under the head '2205-00-102-66-31-(Salary-NP)' and Rs. 2,30,20,000/- under the head '2205-00-102-66-36-(Non Salary-NP)', totaling Rs. 3,49,32,000/- has been allocated for the Kerala State Chalachitra Academy. The institution's secretary had submitted an application as per reference (2) to release the first installment from this allocation. 2. The government examined the matter in detail. Permission is granted to the Director of Cultural Affairs to release Rs. 40,00,000/- as the first installment, comprising Rs. 20,00,000/- for salary expenses under '2205-00-102-66-00-31-(Salary-NP)' and Rs. 20,00,000/- for non-salary expenses under '2205-00-102-66-00-36-(Non Salary-NP)', subject to the condition that the Academy provides details of funds in STSB/PSTSB and other bank accounts when applying for the next installment. 3. The amount shall be transferred online to the Special TSB account number 799011400007093 of the Kerala State Chalachitra Academy at Vellayambalam Sub-Treasury, as per the conditions in reference (1). The Administrative Accounts Officer of the Director of Cultural Affairs (DDO) shall take necessary action. The institution's secretary must submit a utilization certificate to the Government, Accountant General, and the Director of Cultural Affairs within three months of receiving the funds. 4. Furthermore, when recommending the next installment, detailed expenditure reports, utilization certificates, and projected expenditure statements for the first installment must be provided.
