Government of Kerala. Abstract: Social Justice Department - Order issued to increase the honorarium of 40 counselors serving on a temporary (honorarium) basis under the Kerala State Orphanage Control Board and to permit their services to be extended to welfare institutions under the State Social Justice Department and District Social Justice Offices. G.O.(MS) No.20/2015/SJD dated 24.03.2015. 3. G.O.(P) No.54/2025/Fin dated 19.04.2025. 4. Letters No. SJD/6190/2025-PC1 from the Director of Social Justice dated 12.01.2026 and 14.03.2026. Order: Permission was granted as per reference 1 to select 40 counselors with Master of Social Work (MSW) qualifications to provide counseling and other services to residents in various welfare institutions functioning under the Kerala State Orphanage Control Board, with a monthly honorarium of Rs. 10,000/- across 14 districts. Subsequently, an order was issued as per reference 2 increasing the monthly honorarium to Rs. 12,000/- and traveling allowance (TA) to Rs. 2,000/- (total Rs. 14,000/-). 2. However, the Director of Social Justice submitted a proposal as per reference 4, noting that the salary for Probation Assistants, Technical Assistants for Elderly Welfare, and School Counselors under the Women and Child Development Department, who are appointed with the same educational qualifications, is approximately Rs. 29,535/- as per the government order in reference 3. The proposal requested to increase the honorarium of the 40 counselors currently serving under the Orphanage Control Board to Rs. 31,020/-, and to extend their services beyond institutions receiving grants from the Orphanage Control Board to all welfare institutions under the Social Justice Department and to District Social Justice Offices as required. 3. The Government has examined the matter in detail and hereby issues an order increasing the monthly honorarium of the 40 counselors serving on a temporary basis under the Kerala State Orphanage Control Board to Rs. 25,000/- (Rupees Twenty-five thousand only), including traveling allowance. Permission is also granted to extend their services to all welfare institutions under the Social Justice Department and to District Social Justice Offices as required by the District Social Justice Officers.
