Letter No. MES/CON/B.Sc(N)/2026/014 dated 04.02.2026 from the Director of MES Nursing College. Order: Based on the recommendation in the report provided by the Director of Medical Education on the application submitted by the Director of MES Nursing College, Perinthalmanna, to increase the B.Sc. Nursing seats from 70 to 100, the number of seats was increased to 80 as per reference (2). Following the judgment of the Hon'ble High Court in W.P.(C) No.40249/2025 filed by the college against said order, the court quashed the order in reference (2) and directed the government to reconsider the decision in light of the recommendation to allow 100 seats. (2) Although the government had issued an NOC for 170 seats across various courses, the institution was only permitted to admit 134 students. In this context, the government issued the order in reference (4) increasing seats from 75 to 80 while rejecting the request for 100 seats. (3) During inspection, it was found that the 620-bed hospital had 471 inpatients, making the institution eligible for an additional 23 seats. Upon re-examination, it was found that the institution is eligible for the additional 23 seats to maintain the 1:3 student-patient ratio for the 134 seats as per Indian Nursing Council (INC) guidelines. (4) Based on a detailed examination, the government hereby grants an NOC to increase the B.Sc. (Nursing) seats at MES College of Nursing, Perinthalmanna, to 93 for the 2026-27 academic year, subject to the following conditions: i. The institution must strictly comply with government guidelines/orders regarding admission criteria and fee structure for private self-financing nursing colleges. ii. Admissions must be conducted strictly according to the seat matrix issued by the government each academic year, dividing seats into government merit and management quotas. iii. The institution is bound to strictly follow the regulations issued by the Indian Nursing Council from time to time regarding the B.Sc. Nursing curriculum and standards. iv. The institution must strictly comply with all guidelines/orders/regulations issued by the Government of Kerala / Kerala Nurses & Midwives Council / Kerala University of Health Sciences regarding the recognition of nursing colleges, in addition to the conditions in reference (1). v. Before starting the course, the institution must obtain approval from the Kerala State Nursing Council, Indian Nursing Council Suitability Certificate, and affiliation from the Kerala University of Health Sciences, in that order.
