Order
Since there will be no significant progress if sufficient staff are not appointed for waste management activities, which is the primary responsibility of Local Self Government institutions, it was found that creating Health Inspector posts in Gram Panchayats is essential. Based on this, permission was granted as per reference (1) to appoint Health Inspector Grade II on a temporary basis in 505 Gram Panchayats that reported having sufficient own funds, through the Employment Exchange on a contract basis, subject to prescribed criteria and procedures. The service period of those appointed in this manner was extended annually as per references (2) and (3).
2. As per reference (4), the tenure of temporary staff working on contract basis in Health Inspector Grade 2 posts in 505 Gram Panchayats was extended until September 30, 2026. Subsequently, as per the letter in reference (5), the Principal Director of the Local Self Government Department was instructed to take immediate steps to appoint temporary staff through the Employment Exchange in Health Inspector Grade 2 posts in 505 Gram Panchayats, effective from the first day of October 2026.
3. Considering the efficient performance and experience of the staff serving in 505 Gram Panchayats since 2022, and considering the application that most of the currently serving Health Inspectors are unable to write the PSC exam or enter service through the Employment Exchange, the Principal Director of the Local Self Government Department recommended as per reference (6) that the contract period could be extended for one more year, subject to the decision of the Government, based on the decision of the General Committee of each Local Self Government institution and subject to the approval of the District Level Appraisal Committee.
4. The Government has examined this matter in detail. Orders are issued with the following guidelines regarding the appointment of Health Inspectors in temporary posts:
i. The contract period shall not be extended further.
ii. Local Self Government institutions that require the continuation of their services must pay wages from their own funds and take a decision after submitting it to the Council. Their appointment must be fixed on a daily wage basis. Such appointments should not cause any hindrance to PSC appointments.
iii. If any new appointment is to be made, other than renewing existing ones, it must be done through the Employment Exchange. Only in situations where a candidate is not available from the Employment Exchange can Local Self Government institutions conduct direct recruitment by following procedures.
iv. The submission of appraisals of existing staff to the District Level Committee is withdrawn. If necessary, this should be decided by the Local Self Government institutions themselves. Secretaries of Panchayats must ensure these matters.
v. Wages must be paid from own funds.
