Order As per reference (4), an order was issued granting appointment to the post of Clerk in the Health Department under the Compassionate Employment Scheme to Sri. Jerry P.V., son of the late Eliamma Varghese, who passed away while working as Junior Public Health Nurse Grade I at the Community Health Centre, Kandakkadavu, Ernakulam district. 2. However, as there would be a delay in getting an appointment to the post of Clerk in the Health Department, an application was submitted to the Government as per reference (11) requesting for an appointment to the post of Office Attendant through transfer of post in Ernakulam district as per the order in reference (10). Based on the forwarding of the prescribed proforma containing his details to the General Administration (Services D) Department, that department has given instructions as per reference (13) to allot one of the vacancies reported in Ernakulam district in the post of Office Attendant in the General Education Department to him. 3. The Government examined this matter in detail. Since Sri. Jerry P.V. has passed the 10th standard and obtained a degree qualification, he is eligible for appointment to the post of Office Attendant. The applicant, born on 13.11.1990, has now completed 35 years of age. All conditions mentioned in the order at reference (2) for obtaining a job under the Compassionate Employment Scheme have been fulfilled in the case of the applicant. Although the application date is 05.02.2016, since the date on which Sri. Jerry P.V. clearly submitted the application for change of post is 16/10/2025, his valid application date can be considered as 16/10/2025 as per the stipulations of the order at reference (3). 4. In these circumstances, the Government hereby issues an order cancelling the Government approval order as per reference (4) granting appointment to the post of Clerk in the Health Department to Sri. Jerry P.V., son of the late Eliamma Varghese, Junior Public Health Nurse Grade I, and granting permission for appointment to the post of Office Attendant in the General Education Department, in Ernakulam district, against an existing/imminent vacancy, as per paragraph XVIII (2) of the order at reference (10), subject to the provisions of the Government orders at references (2) and (3) and the conditions mentioned below, based on the seniority as per the date of application. After verifying the applicant's age, qualification, character, past history, and medical certificate, the Director of General Education should issue the appointment order in due course by following the prescribed procedures. The applicant must produce a recent passport-size photo of the applicant attested by a Gazetted Officer of the State Service before the appointing authority. A copy of the appointment order must be made available to the Government by the appointing authority. a) He is eligible for the benefits as per paragraph XVIII (2) of the order at reference (10). b) In the event of him getting an appointment in a district other than the district for which the option was given, he will be eligible for inter-district transfer without loss of seniority as and when vacancies for compassionate appointment become available in the opted district. c) As and when vacancies become available for compassionate appointment in the General Education Department, if there are no other senior applicants who have opted for the said district, the applicant can be transferred and appointed to the opted districts (District of Option) while retaining seniority, in accordance with the seniority order. 5. An individual applying under the Compassionate Employment Scheme is eligible to choose a convenient district for appointment. Therefore, Sri. Jerry P.V. should be given an appointment in Ernakulam district itself. If, for any reason, the appointment is given in a district other than the one chosen, he should be transferred to the chosen district at the earliest opportunity without loss of seniority. 6. From the date of receiving the appointment, the applicant must protect the mother/father/spouse of the deceased employee for their lifetime, and if there are unmarried brothers/sisters, until they attain the age of majority. In case of violation of this, the appointing authority should take action as per 5 (x) of the order at reference (8). 7. If it is found in any future investigation that the details submitted by the applicant are false, or if it is convinced that the order is incorrect, the right to cancel this permission order shall be vested in the Government. The details regarding the appointment of Sri. Jerry P.V. under the Compassionate Employment Scheme should be entered in the service book of the deceased employee and in the establishment register of the office where the deceased employee last worked, and should be attested by the Head of Office/Head of Department. 8. The provisions in reference (1) regarding the correction of errors in the date of birth recorded in an officer's service book should be included in the appointment order of Sri.
