As of 31/03/2026, a total of 1,00,22,255 challans for Motor Vehicle Act violations remain pending in the State, involving a fine amount of ₹ 9,07,74,86,813 to be realized. It is observed that several vehicle owners continue to operate vehicles without transferring ownership or renewing permits and fitness certificates, resulting in further accumulation of e-challans. The existence of multiple pending e-challans against the same vehicle and the high fines imposed for certain violations discourage vehicle owners from settling these dues. Consequently, the number of cases pending before Courts is also increasing significantly. Accordingly, the Transport Commissioner has submitted a proposal for approving an amnesty scheme granting a waiver of 50% in the fine for e-challans pending for disposal up to 31/03/2026 as per letter read (2) above. 2) Section 200 of the Motor Vehicles Act, 1988 provides for the compounding of certain motor vehicle offences by officers or authorities authorized by the State Government, through notification in the Official Gazette. The provision applies to offences punishable under Sections 177, section 178, section 179, section 180, section 181, section 182, sub-section (1) or sub-section (3) or sub-section (4) of section 182A, section 182B, sub-section (1) or sub-section (2) of section 183, section 184 ,only to the extent of use of handheld communication devices, section 186, section 189, sub-section (2) of section 190, section 192, section 192A, section 194, section 194A, section 194B, section 194C, section 194D, section 194E, section 194F, section 196, section 198, of the Act. 3) Government have examined the matter in detail and are pleased to introduce an Amnesty Scheme granting 50% concession on the fines prescribed in the notification read (1), imposed by the officers of Motor Vehicles and Police Departments for motor vehicles Act/Rules violations up to 31/03/2026, subject to the following conditions: 1. The Amnesty scheme shall apply solely to challans generated on or before 31/03/2026, that have not been referred to Court proceedings and cases involving offences under Sections 177, section 178, section 179, section 180, section 181, section 182, sub-section (1) or sub-section (3) or sub-section (4) of section 182A, section 182B, sub-section (1) or sub-section (2) of section 183, section 184 ,only to the extent of use of handheld communication devices, section 186, section 189, sub-section (2) of section 190, section 192, section 192A, section 194, section 194A, section 194B, section 194C, section 194D, section 194E, section 194F, section 196, section 198, of the Motor Vehicles Act, 1988. 2.
